Prof. Ir. Eric Chan, Chairman (Chartered Marketer, Chartered Engineer)
BSc(Eng.), PgD (Marketing), MBA, MCIM, MHKIE, FIET
Ir. Chan is the Chief Public Mission Officer of the Hong Kong Cyberport. Ir. Chan is in charge of building the ecosystem of nurturing start-ups from inspiring the next generation, through nurturing the entrepreneurial spirit, to empowering global ambition, by providing comprehensive entrepreneurship programmes and early stage funding.
Ir. Chan has 32 years of experience in the ICT industry, a chartered engineer, a chartered marketer and a fellow of Institution of Engineering & Technology (UK). Prior to joining Cyberport, Chan was a Director of HGC Global Communication; and had held various senior positions in global telecom and IT services companies including PCCW, PCCW Consulting Services, Cable & Wireless HKT. Ir. Chan has been active in public services, especially in education and industrial training, professional bodies and charitable organisations. Ir. Chan is the Chairman of Knowledge Management Development Center, Vice Chairman of Industrial Training Advisory Committee (ICT) and a member of Curriculum Development Council. He also serves as advisor and mentor at the University of Hong Kong, the Chinese University of Hong Kong and the Hong Kong University of Science and Technology.
Ir. Chan holds a BSc. (Hon) degree in Engineering from University of London, a Master degree in Business Administration from Manchester Business School, and received Executive Education from INSEAD and IESE business schools.

Dr. Victor Leung, Vice Chairman
DMgt, MSc, Bcom, DipM. FHKQMA
Dr. Victor Leung is a seasoned professional with over four decades of extensive
experience in the transportation industry. Throughout his illustrious career, Dr.
Leung has excelled in Marketing, Administration, Operations, and Transport
Planning, earning a reputation as a visionary leader with a deep understanding of
public transport industry dynamics.
Dr. Leung’s commitment to academic excellence is evident through his longstanding
involvement in education. For more than 30 years, he has served as a part-time
teacher and lecturer at various prestigious universities and institutes both in Hong
Kong and aboard, sharing his wealth of knowledge with aspiring professionals.
As one of the founding members and the current Vice-Chairman of the Knowledge
Management Development Centre, Dr. Leung has demonstrated exceptional
leadership and expertise in shaping the Knowledge Management practice.
Furthermore, he is recognized as one of the professional quality management
managers and is a distinguished Fellow and Director of the Hong Kong Quality
Management Association.
Dr. Leung's academic achievements are equally impressive, holding a Doctor of
Management, a master’s degree in information management, and a bachelor’s
degree in business commerce

TSE Ming-kin, Treasurer
Mr. Tse has 30+ years on construction planning and scheduling/programming experience. He has involved in two significant infrastructure construction projects in Hong Kong of which he found that knowledge transfer among project team members was a challenge. Being a KM Diploma graduate, MK has been showing how he applied KM techniques to meet the challenge to the members.
From 2006 to 2012, MK was resident oversea for various infrastructure and plant construction projects, including an iconic infrastructure construction in Singapore after complete the international airport project in India.
Currently he is resident in Hong Kong and has served a public transport, an entertainment facilities and other companies.

Ms. Nicole Sy
Ms. Nicole Sy is a graduate of Master of Science in Information Systems with a solid background in marketing and business management. With over 18 years of experience in knowledge management, she currently leads initiatives at Arup University.
Nicole's expertise encompasses conducting information and knowledge management audits, managing and measuring intellectual capital, developing and implementing knowledge management strategies and IT/AI systems.
She is skilled in designing knowledge management tools, and conducting programmes for both internal departments and external clients, specialising in the development of knowledge portals and taxonomies. Additionally, Nicole actively explores the integration of generative AI into knowledge management strategies, bringing innovative approaches to leverage AI technologies for knowledge creation and collaboration.

Dr. Tam Chi-wai, Carlos
Dr. Carlos Tam Chi-wai is a distinguished leader with over 30 years of experience in Information and Communication Technology (ICT), showcasing expertise in engineering, consulting, and business development. He excels in driving Innovation and Technology initiatives, notably in Smart City and Digital Transformation projects involving AI, virtual assistants, and big data. Dr. Tam has successfully led impactful projects across sectors like banking, hospitality, education, and government in Hong Kong and Macau, demonstrating his ability to manage complex, cross-industry initiatives.
He holds a BEng (Honours) in Electronic Engineering, a Master’s, and a Doctorate in Business Administration from The Hong Kong Polytechnic University, complemented by an Executive Diploma in Marketing Management from the Chinese University of Hong Kong. As a Visiting Lecturer in Business Analytics, he shares his knowledge with future leaders.
Dr. Tam’s leadership extends to community service, having served as President of the Rotary Club of Hong Kong North Point in 2021–2022. He is an active member of the Hong Kong Computer Society, the Institute of Engineering and Technology, and an Executive Committee member of the Knowledge Management Development Center. His strategic vision, technical expertise, and commitment to knowledge-sharing make him an ideal candidate for an executive role in a non-profit promoting Knowledge Management and Innovation.
